4. Disable Antivirus/Firewall Temporarily

Overzealous security software can sometimes block the Steam client from communicating with the activation servers. Temporarily disabling your antivirus (while offline if preferred) can test if this is the cause. If it works, add an exception for the Steam directory.

Copy the Fix Files:
